In 2001, the National Archives signed a secret agreement with the Central Intelligence Agency that allowed the agency to withdraw records it considers improperly declassified. Furthermore, archivists were prohibited from attributing the missing documents to CIA reclassification.Since 1999, more than 55,000 pages have been removed.
Allen Weinstein, head of the National Archives, did some declassifying of his own--he's the one that blew the whistle on this arrangement.
Weinstein says that agreements like this will not be entered into by the National Archives in the future, that they are against the mission of the National Archives and that if the CIA needs to reclassify in the future it will be done with transparency.
For that, Mr. Weinstein, you get an Icee Award.
VIDEO: So, here's the information flow: CIA re-classifies as it sees fit; Bush declassifies as he sees fit. Got it?
