In this segment of Countdown, Keith Olbermann and Air America talk show host Rachel Maddow discuss whether the looting of the treasury by Homeland Security funding was by design or by happy accident. They conclude it's by design. Olbermann calls it "A nice, convenient excuse." Maddow points out a really interesting rule--the worse a government agency performs, the easier it is to "pry loose money" from that agency.
